लखनऊ (जेएनएन)। शिक्षामित्र यदि परिषदीय विद्यालयों में पढ़ाने नहीं आएंगे तो सरकार उनकी संविदा समाप्त कर उनकी जगह रिटायर्ड शिक्षकों की सेवाएं लेगी। बच्चों को पढ़ाने के लिए सेवानिवृत्त शिक्षकों को मानदेय दिया जाएगा। शिक्षामित्रों के अडिय़ल रवैये को देखकर सरकार इस विकल्प को अपनाने पर विचार कर रही है।

शिक्षकों के पद पर समायोजन रद होने के बाद से शिक्षामित्र आंदोलित हैं। वे खुद को फिर से शिक्षक बनाये जाने के लिए कानून में बदलाव की मांग कर रहे हैं। शिक्षामित्रों की मांग पर मुख्यमंत्री योगी आदित्यनाथ ने उन्हें वार्ता के लिए बुलाया था। मुख्यमंत्री ने शिक्षामित्रों से स्कूलों में जाकर फिर से बच्चों को पढ़ाने का आह्वान किया था। इसके बाद कुछ शिक्षामित्रों ने तो स्कूलों में जाकर पढ़ाना शुरू कर दिया और कुछ ने नई दिल्ली में जंतर मंतर पर धरना प्रदर्शन शुरू कर दिया। सरकार ने स्कूलों में शिक्षामित्रों की उपस्थिति की जांच करायी तो पता चला कि स्कूलों में शिक्षामित्रों की औसत उपस्थिति 55 फीसद ही है। पश्चिमी उप्र के जिलों में उनकी उपस्थिति कहीं ज्यादा कम है।

अपर मुख्य सचिव बेसिक शिक्षा राज प्रताप सिंह ने जागरण से बातचीत में कहा कि सरकार के लिए स्कूली बच्चों का हित सर्वोपरि है। सरकार बच्चों को केंद्र में रखकर नीतियां बनाती हैैं। शिक्षक और शिक्षामित्र उस नीति का अंग हैं और उनसे अपेक्षा की जाती है कि वे अपनी जिम्मेदारी बखूबी समझें। यदि शिक्षामित्र स्कूलों में पढ़ाने नहीं आयेंगे तो सरकार उनकी संविदा समाप्त कर उनकी जगह सेवानिवृत्त शिक्षकों को मानदेय पर नियुक्त करेगी।

केन्द्र सरकार ने अपने कर्मचारियों का महंगाई भत्ता एक प्रतिशत बढ़ा दिया है। कैबिनेट ने कर्मचारियों को अडिशनल एक प्रतिशत डियरनेस अलाउंस रिलीज करने की मंजूरी दी है। ये भत्ता पेंशनर्स को भी मिलेगा। मंगलवार को केन्द्रीय कैबिनेट की बैठक में ये निर्णय लिया गया है। ये महंगाई भत्ता एक जुलाई 2017 से लागू होगी।वहीं केंद्रीय कैबिनेट ने 'डेयरी प्रसेसिंग ऐंड इन्फ्रास्ट्रक्चर डिवलेपमेंट फंड' स्कीम को लागू करने की भी मंजूरी दे दी है।कैबिनेट ने पेमेंट ऑफ ग्रैच्युटी (संशोधन) बिल, 2017 को संसद में पेश करने की मंजूरी दी। बता दें कि ये बिल प्राइवेट सेक्टर के कर्मचारियों के लिए ग्रैच्युटी की सीमा बढ़ाने के लिए है।

हेल्लो दोस्तों, आज इस पोस्ट में हम जानेंगे की होम्योपैथी में मदर टिंचर ( Mother Tincture ) क्या होता है और इसे कब-कैसे इस्तेमाल करते हैं।

मदर टिंचर दो शब्दों से बना है, मदर अर्थात मम्मी और टिंचर अर्थात dilution, इन दोनों का अभिप्राय यह है की सभी dilution की मम्मी को मदर टिंचर कहा जाता है। मदर टिंचर सबसे न्यूनतम पोटेन्सी में आती है जोकि 0 पोटेंसी है जिसे हम Q से भी जानते हैं। बाकि सभी पोटेंसी का निर्माण भी मदर टिंचर से ही होता है। उदाहरण के रूप में आप ये समझें की लाइकोपोडियम मदर टिंचर से ही लाइकोपोडियम 1c, 2c, 30c इत्यादि का निर्माण किया जाता है।

मदर टिंचर एक प्रकार के Plant या Animal kingdom का अर्क होता है। किसी विशेष पौधे के पत्तों या जड़ के रस और अल्कोहल को बराबर मात्रा में मिलाकर 90 se 100 दिनों तक एक खास तापमान में संचय कर मदर टिंचर का निर्माण किया जाता है। मदर टिंचर एक particular combination है जो की अर्क और अल्कोहल को एक खास ratio में मिलाकर तैयार की जाती है।

मदर टिंचर ( Mother Tincture ) का उपयोग क्यों करते है ?

मदर टिंचर बहुत तेजी से असर करती है।लम्बे समय तक मदर टिंचर लेते रहने से रोग पूरी तरह ठीक हो जाती है।Acute रोग में मदर टिंचर का इस्तेमाल अच्छा रहता है।

मदर टिंचर ( Mother Tincture ) का उपयोग कैसे करें ?

मदर टिंचर दवा के उपयोग के लिए आप normal tea पीने वाली कप लें, इस कप को आधा पानी से भर दें। अब इसमें होम्योपैथी Mother Tincture की 20 बून्द डालें। उदाहरण के लिए अगर आपके पास नक्स वोमिका मदर टिंचर है तो उसकी 20 बून्द को उस आधे कप पानी में डालें और धीरे-धीरे उस पानी को पी जाएँ। प्रायः सभी मदर टिंचर का उपयोग ऐसे ही किया जाता है। यहाँ 20 बून्द का मतलब ऐसा नहीं की 18 बून्द या 22 बून्द काम नहीं करेगा, 2-5 बून्द इधर-उधर होने से भी ये सफलपूर्वक कार्य करती है।

मदर टिंचर का external use bhi किया जाता है। जैसे अगर आपकोJaborandi mother tincture को बालों में लगाना है तो आप सिंपल उसके कुछ बूंदों को बालों की जड़ में बून्द-बून्द करके डाल लें और फिर हाथ से हलकी मालिश कर लें।

राज्य ब्यूरो, लखनऊ : योगी सरकार ने प्रदेश के 165157 शिक्षामित्रों को 3500 रुपये से बढ़ाकर दस हजार रुपये मानदेय देने का फैसला किया है। इनमें 1.37 लाख वह शिक्षामित्र भी हैं जिन्हें सुप्रीम कोर्ट के आदेश के बाद शिक्षक पद से हटा दिया गया था। कोर्ट के फैसले के बाद सरकार ने शिक्षामित्रों से हुई कई चक्र की वार्ता में यह भरोसा दिया था।1मंगलवार को लोकभवन में योगी आदित्यनाथ की अध्यक्षता में संपन्न हुई कैबिनेट की बैठक के बाद सरकार के प्रवक्ता और ऊर्जा मंत्री श्रीकांत शर्मा ने बताया कि उप्र बेसिक शिक्षा (अध्यापक) सेवा नियमावली में संशोधन के प्रस्ताव को मंजूरी मिल गई है। इस फैसले के बाद शिक्षक पद पर समायोजित किए गए 1.37 लाख शिक्षामित्र पहली अगस्त, 2017 से मूल पद पर वापस हो जाएंगे। 1सरकार की शिक्षामित्रों के साथ पूरी सहानुभूति है। शिक्षामित्रों को 11 माह मानदेय मिलेगा। उल्लेखनीय है कि अखिलेश सरकार ने वर्ष 2014 में स्नातक उत्तीर्ण और दूरस्थ शिक्षा विधि से दो वर्षीय बीटीसी प्रशिक्षण पूरा करने वाले शिक्षामित्रों को अध्यापक पात्रता परीक्षा (टीईटी) से छूट देते हुए प्राथमिक शिक्षकों के पदों पर समायोजित करने का फैसला किया था। शिक्षामित्रों को शिक्षकों के पद पर समायोजित के लिए 19 जून, 2014 को शासनादेश जारी किया गया था। प्रदेश के परिषदीय प्राथमिक विद्यालयों में तैनात 1.37 लाख शिक्षामित्रों का समायोजन हो चुका था जब हाईकोर्ट ने सरकार के इस फैसले को गलत ठहराते हुए समायोजन को रद कर दिया था।1 बीती 25 जुलाई को सुप्रीम कोर्ट ने भी हाईकोर्ट के फैसले पर मुहर लगाते हुए उनके समायोजन को रद करने का निर्णय सुनाया था। सुप्रीम कोर्ट के आदेश के अनुपालन में अब राज्य सरकार समायोजित किये गए शिक्षामित्रों को उनके मूल पद पर वापस करने के लिए नियमावली में संशोधन किया गया है। इस मौके पर बेसिक शिक्षा राज्य मंत्री स्वतंत्र प्रभार अनुपमा जायसवाल भी मौजूद थी।

फैसला: दोनों में ही फुल एचडी डिस्प्ले दिया गया है। देखा जाए तो Redmi Note 4 में दिया गया रीडिंग मोड फीचर इसे Mi A1 से थोड़ा बेहतर बनाता है। हालांकि, इस सेगमेंट में दोनों ही फोन्स को समान देखा जा सकता है।

Xiaomi Mi A1 यह फोन 1 गीगाहर्ट्ज ऑक्टा-कोर क्वालकॉम स्नैपड्रैगन 625 प्रोसेसर और 4 जीबी रैम से लैस है। इसमें 64 जीबी की इंटरनल स्टोरेज दी गई है जिसे माइक्रोएसडी कार्ड के जरिए बढ़ाया नहीं जा सकता है। यह फोन ड्यूल सिम सपोर्ट करता है। लेकिन इसमें केवल दो सिम लगाई जा सकती हैं। फोन को पावर देने के लिए इसमें 3080 एमएएच की बैटरी दी गई है। वहीं, Xiaomi Redmi Note 4 यह फोन 2.0 गीगाहर्ट्ज ऑक्टा-कोर स्नैपड्रैगन 625 प्रोसेसर और 2/3/4 जीबी रैम से लैस है। ग्राफिक्स के लिए इसमें एड्रेनो 5.6 जीपीयू दिया गया है। इसमें 32 और 64 जीबी की इंटरनल मैमोरी दी गई है जिसे माइक्रोएसडी कार्ड के जरिए 128 जीबी तक बढ़ाया जा सकता है। यह फोन हाइब्रिड ड्यूल सिम सपोर्ट करता है। इसमें 4100 एमएएच की बैटरी दी गई है।

फैसला: वैसे तो दोनों ही फोन्स का प्रोसेसर समान है। लेकिन जहां Mi A1 में 1 गीगाहर्ट्ज का प्रोसेसर वहीं, Redmi Note 4 में 2 गीगाहर्ट्ज का प्रोसेसर दिया गया है। इंटरनल स्टोरेज के मामले में भी दोनों फोन्स में कोई अंतर नहीं है। बैटरी की बात की जाए तो इस सेगमेंट में Redmi Note 4 ने बाजी मारी है।

Xiaomi Mi A1 में 12 मेगापिक्सल का ड्यूल रियर कैमरा दिया गया है। इसका एक सेंसर एफ/2.2 अपर्चर वाला वाइड एंगल लेंस से और दूसरा सेंसर एफ/2.6 अपर्चर वाला टेलीफोटो लेंस से लैस है। फोन के कैमरा एप में आईफोन 7 प्लस और वनप्लस 5 की तरह बोकेह इफेक्ट के लिए पोट्रेट मोड दिया गया है। वहीं, इसमें 5 मेगापिक्सल का फ्रंट कैमरा दिया गया है। वहीं, Xiaomi Redmi Note 4 फोटोग्राफी के लिए इसमें 13 एमपी CMOS के साथ रियर और 5 एमपी फ्रंट कैमरा दिया गया है। इसका रियर कैमरा एलईडी फ्लैश, PDAF, f/2.0 अपर्चर जैसे फीचर्स से लैस है।

फैसला: इस सेगमेंट पर गौर किया जाए तो Redmi Note 4, Mi A1 से पीछे है। इसमें ड्यूल रियर कैमरा दिया गया है। जबकि Redmi Note 4 में 13 एमपी का रियर कैमरा मौजूद है।

Redmi Note 4 को जनवरी में लॉन्च किया गया था। यह फोन MIUI 8 आधारित एंड्रॉयड मार्शमैलो पर काम करता है। इसके बाद अगस्त से इसे एंड्रॉयड 7.0 नॉगट अपडेट मिलना शुरु हो गया था जिसपर MIUI 8.5 की स्कीन दी गई है। शाओमी की लिस्टिंग पर ध्यान दिया जाए तो जल्द ही इस फोन में एंड्रॉयड 7.1 का अपडेट दिया जाएगा। लेकिन इसे MIUI 9 का अपडेट मिलने में अब भी काफी समय है। वहीं, ऐसी भी उम्मीद लगाई जा रही है कि एंड्रॉयड 7.1 इस फोन का आखिरी अपडेट हो। वहीं, Mi A1 को एंड्रॉयड 7.1.2 के साथ पेश किया गया है। इसके साथ ही इस फोन में साल के आखिरी तक एंड्रॉयड Oreo का अपडेट भी दे दिया जाएगा।

फैसला: ऑपरेटिंग सिस्टम के मामले में Xiaomi Mi A1 ज्यादा बेहतर है।

सहायक अध्यापक के लिए जरूरी नही 45 प्रतिशत अंक: हाईकोर्ट

सहायक अध्यापक के लिए जरूरी नहीं 45 प्रतिशत अंक

परिषदीय विद्यालयों में सहायक अध्यापकों की नियुक्ति में अभ्यर्थी का स्नातक में न्यूनतम 45 या 50 प्रतिशत अंक पाना अनिवार्य नहीं है। इससे कम अंक पाने वाले अभ्यर्थी भी नियुक्ति पाने के हकदार हैं। सुप्रीमकोर्ट इस मामले में एनसीटीई की अधिसूचना को असंवैधानिक ठहरा चुका है। सर्वोच्च अदालत ने इस बाबत एनसीटीई को स्पष्टीकरण भी जारी करने का निर्देश दिया है। इस आदेश के आलोक में इलाहाबाद हाईकोर्ट ने एक याचिका पर सुनवाई करते हुए 40 प्रतिशत अंक पाने वाले अभ्यर्थियों की नियुक्ति को वैध करार दिया है।
विवेक कुमार रजौरिया और अन्य की याचिकाओं पर सुनवाई करते हुए न्यायमूर्ति पीकेएस बघेल ने यह आदेश दिया। याची के अधिवक्ता सीमांत सिंह की दलील थी कि 28 अगस्त 2010 को जारी एनसीटीई की अधिसूचना के पैरा तीन में कहा गया कि सहायक अध्यापक बनने के लिए स्नातक में न्यूनतम 45 प्रतिशत अंक होना अनिवार्य है। अधिसूचना के इस हिस्से की वैधानिकता को हाईकोर्ट में नीरज कुमार ने चुनौती दी थी। हाईकोर्ट से याचिका खारिज होने के बाद सुप्रीमकोर्ट में इसे चुनौती दी गई। 25 जुलाई 2017 को सुप्रीमकोर्ट ने पैरा तीन को संविधान के अनुच्छेद 14 के विपरीत करार देते हुए अवैधानिक माना। एनसीटीई को इस संबंध में एक माह में स्पष्टीकरण जारी करने का निर्देश दिया है।

हाईकोर्ट में दाखिल याचिका में कहा गया है कि याचीगण 72825 सहायक अध्यापक भर्ती में चयनित हुए और सहायक अध्यापक पद पर मौलिक नियुक्ति पा चुके हैं। इसके बावजूद बीएसए एटा ने उनकी नियुक्ति को अवैध मानते हुए वेतन जारी नहीं किया है। बीएसए का कहना है कि चूंकि याचीगण के स्नातक में 40 प्रतिशत से कम अंक हैं इसलिए उनकी नियुक्तियां अवैध है। हाईकोर्ट ने बीएसए को निर्देश दिया है कि चूंकि एनसीटीई की अधिसूचना का पैरा तीन सुप्रीमकोर्ट ने अवैध करार दिया है, इसलिए याचीगण की नियुक्ति एवं वेतन पर दो माह के भीतर निर्णय लिया जाए।

 दूरस्थ क्षेत्रों में सौर ऊर्जा से भी बिजली पहुंचाने के लिए होगी कवायद

प्रदेश के प्राथमिक स्कूलों को बिजली कनेक्शन देने के लिए अभियान चलाया जाएगा। जहां स्कूलों तक बिजली के तार-खंभे नहीं होंगे वहां सौर ऊर्जा 
उपकरणों के जरिए बिजली मुहैया कराई जाएगी। ऊर्जा और अतिरिक्त ऊर्जा विभाग के प्रमुख सचिव आलोक कुमार ने पॉवर कारपोरेशन के सभी वितरण निगमों के प्रबंध निदेशकों और अतिरिक्त ऊर्जा विभाग के यूपीनेडा को निर्देश दिए हैं। प्रदेश के 40 हजार से अधिक प्राथमिक स्कूलों में अभी बिजली नहीं पहुंची है। इसे लेकर हाईकोर्ट इलाहाबाद ने भी नाराजगी जाहिर की है। प्रदेश के इन स्कूलों को बिजली कनेक्शन मुहैया कराने के लिए बेसिक शिक्षा विभाग से ब्यौरा मांगा गया है। सभी जिलों के चीफ इंजीनियरों को संबंधित जिले के बीएसए के साथ समन्वय कर बिना बिजली कनेक्शन वाले स्कूलों का ब्यौरा तैयार करना है। इन स्कूलों में बिजली कनेक्शन देने के लिए विशेष अभियान चलाने के निर्देश दिए गए हैं। निर्देशों में कहा गया है कि जिन स्कूलों के आसपास तक बिजली के खंभे-तार हैं वहां तत्काल कनेक्शन जारी कर दिया जाए। अगर स्कूल के आसपास तक तार-खंभे नहीं हैं तो इसकी रिपोर्ट मुख्यालय को देनी होगी। ऐसे स्कूलों में नेडा के जरिए सोलर प्लांट लगाए जाएंगे। पॉवर कारपोरेशन, वैकल्पिक ऊर्जा विभाग और बेसिक शिक्षा विभाग के अधिकारियों की टीम इस योजना को लागू करने के लिए बनाई जाएगी। मुख्यालय स्तर पर भी एक नोडल अधिकारी नियुक्त किया जाएगा। इस अभियान की हर माह प्रगति रिपोर्ट प्रमुख सचिव को भेजी जाएगी।

स्कूलों में बिजली कनेक्शन पहुंचाना प्राथमिकता में है। इसलिए अभियान चलाकर पूरा कराया जाएगा।
